Rhea Y. Napiñas, Lot-lot is her nickname, is a pride of Tuburan Katipunan Zamboanga del Norte. Born on November 19, 1983, 21 years of age, with a vital Statistics of 30-25-32, 5’5’’ tall and weighing 106 lbs. A daughter of Mrs. Estrella Napiñas and Mr. Ranulfo Napiñas.

Lot-lot is a graduate of Bachelor of Science Major in Commerce at Foundation University in Dumaguete City.

Being a responsible youth of Dipolog, she is very aware and concerned about drug addiction cases in our youths. So if given a chance to have a voice in the City Tourism Council, she will propose a project that would protect the youth from getting hooked with those so called prohibited drugs.
